Dear Mr. Berry:
SUBJECT:
REVIEW 0F FIRE PROTECTION SAFETY EVALUATION SUPPLEMENTARY ITEMS Since mid-1979, there has been an on-going review of the supplementary items to the James A. FitzPatrick Fire Protection Safety Evaluation (Amendment No. 47).
Our review of 13 of the 18 remaining items has been completed while five items ei ther are incomplete or are unacceptable. is a listing of these 18 items. The status of each item is provided. provides the evaluations for the 13 completed items and defines why the remaining five items have been categorized as either incomplete or unacceptable.
four final dispcsition of the unacceptable items (3.2.1 and 3.2.8) and the inccmpl ete items (3.1.9, 3.1.15 and 3.1.20.) is reques ted wi thin 30 days of receipt of this letter.
If we can be of further assistance, please advise.

i ADDITIONAL FIRE PROTECTION INFORMATION REVIEW FITZPATRICK NUCLEAR POWER PLANT DOCKET NO. 50-333 l
Ventialation System-Safety-Related Pum: Rocms. Secticn 3.1.8 In tne SER, it was our cencern that the ventilation system arrangement for the safe:y-rela:ec cump rooms SP-1 and SP-2 may allow a fire in :ne screen well house to aff ect redundant com:enents.
By letter cated Ncvemoer 14, 1979 the licensee propcsed to provide a separate scurce of ventilatien from the east caole tunnel via the existing access decr-ways. The access coor be: ween tne pumo rooms and tne docr to the east cable tunnel will be held open with fusible links and electric releases.
The d existing ventilation cpenings to the pump rooms will te fitced with 2-nour ratec fire damcers ecuipped witn 160c? fusible links and electric releases.
The electric releases for tne 2 docrs and a camcers will be actuatic au o-i ma-ically by neat anc smcke detectors er manually frem a local centrei panel.
The fusible links will serve as a bacxup fer the electric releases.
I I
We agree with the licenses : hat the crescsed design will prevent a fire frem screacing via the ventila-ion system from.the screenwell building to tne
[
safety cump rcoms.
In acci-ion, in the even of a fire in the screenwell building whicn could prevent a normal flon e' ventilation to the safety puma rocms, air can be drawn from the eas; caole tunnel.
Based on our review, we cenciuce nat tne licensee's preocsec cesign is acceptatie.
l 3.1.9 Alt:rnate Shutdcwn Ca: ability - Relay Roca 1
In the Fire Frotection Safety Evaluation Repcrt it was car ccncern that an aamiticated fire in the relay room could cause the less of control and instranentation fcr systems required to achieve and maintain safe shutdewn ccnditions.
We required the licensee to provide an altarnate shutdown capability, indepandent of the cabling and equiprant ir. the relay room. To i
date, no informatica regarding this modification has taan received.
The. licensee has not demcnstrated that adequate protection feat;res have been provided for cables and ecui? ment of redundant systers i ;crtan- :: a:nieving safe shutdecin ccoditions to ensure that at least one cecns of achieving sucn 1

1 To r.cet our fire protecticn guidelines, alterr. ate shu:dewn capability sheuld be provided "; hen safe shutdce.n cannot be cnsured by barriers and ditection and suppressicn systems because of thc <x;csure of radardant safe shutdc.;n aqui, ant, cabling, or cc~,:nints ir a single fire area, to an exposwee i

2 To c'et Ssction III; Paragraph G of the proposed Appendix R to 10 CFR Part 50, the licm ao shculd prcvide an altcrnate shutdc.-;n capability ir,de;endant of this area.
The alternate shutdc..n sy> tem should meet the requirerants of 5 ction L, Parage:ph 111 of prc,,esed Vpendix R to 10 CFR Part 50.

t Section 111, Par 2 graph G.of the ;co:csed A;;endix R to 10 CFR Sart 20, the licensee should pecvide an a' ternate shutdce.n capability W

3.1.20 Electrical Cable Penetration Qualification In.he Fire Prctection Safety Evaluation Report, it us our concern that cable and cable ' ay penetraticn of fire barriers (both vertical and horizon-tal)..cre nct sea' d adequately to give protet 'icn at ' ast equivaient to tMt requirad of the fire barrier. The desic., cf fire barrier penetrations for hcrizontal and vertical cable. trays should be cualified by tests using ina tim 2-ta. parature exposure curve specified by ASTM E-ii9.
The licensee has not respcnded to our ccncern and has not provided infcrmation for our evaluation.
To naet the requirements of Section III, Parage:ph M of ;repcsed A;pendix R i
