request by the Georgia Power Company, et al. (the licensee) for amendments to ,
Facility Operating License Nos. NPF-68 and NPF-81 issued to the licensee for operation of the Vogtle Electric Generating Plant, Units 1 and 2, located in f Burke County, Georgia. A Notice of S asideration of Issuance of this !
amendment request was published in the FEDERAL REGISTER on July 8,1992 (57 FR 30249). }
The proposed amendment request was to revise Technical Specifications l
(TS) 3/4.6.1.7 and 4.6.1.2f to allow for quarterly leak rate testing to be performed outside containment by pressurizing between the containment purge l supply and exhaust isolation valves. This results in the inboard valves being j i
pressure tested in the direction opposite that which would be pressurized during accident conditions.
The NRC staff has concluded that testing of the valves in the reverse direction will not provide equivalent or more conservative results than that l l
required by Section III.C of Appendix J to 10 CFR Part 50, and that the request cannot be granted. The licensee was notified of the Commission's denial of the proposed change by letter dated November 10, 1993.
By December 17, 1993, the licensee may demand a hearing with respect to the denial described above. Any person whose interest may be affected by this proceeding may file a written petition for leave to intervene.
