Enclosed is our response to F. J. Iong's July 1,1982 letter to H. G. Parris transmitting Inspection Report Nos. 50-259/82-19,

-260/82-19,-296/82-19 regarding activities at our Browns Ferry Nuclear Plant which appeared to have been in violation of NHC regulations. We have enclosed our response to Appendix A, Notice of Violation. If you have any questions, please call Jim Damer at ETS 858-2725.

Technical Specification 6.3.D.1 requires that each radiation area in which the intensity of radiation is greater than 100 mrem /hr shall be barricaded and posted as a high radiation area.

'the torus area of the Unit 2 Reactor Building.

This is a Severity Ievel V Violation (Supplement IV.E) and is applicable to Unit 2.

1. Admission or Denial of the Alleged Violation TVA admits the violation occurred as stated.
2. Reasons for the Violation if Admitted On June 2, 1982 a detailed radiation survey was taken in the unit 2 reactor building, elevation 519, torus area. Wis survey confirmed previous surveys that a high-radiation area existed under the torus.

On June 2, 1982 the area was properly posted and barricaded as a high-radiation area. Additionally, approximately 15 adhesive back " hot spot" signs which stated the dose rates had been posted.on the surface of the torus. Written information was also provided to torus workers which related the location of the high-radiation area and the need to j

stay away from the area. Between the time of the June 2, 1982 survey and the violation on June 3,1982, the high-radiation area boundary 4

barrier was inadvertently moved. The barrier was probably moved to facilitate the novement of equipment past the area.

3. Corrective Steps Which Have Been Taken and Results Achieved h e torus area high-radiation rope barrier was reinstalled using metal clanps attached to the torus to make movement of the barricade more difficult. Radiological tape was pla'ced on the floor to show where the rope barrier was to be positioned. In addition, all plant high-radiation areas were inspected to ensure similar problems did not exist.

4. Corrective Steps Which Will Be 'Ibken to Avoid Further Violations Whenever practical, radiological tape will be placed on the floor under high-radiation area barrier ropes to allow a rapid determination that a rope barrier has been moved.
5. Date When Full Compliance Will be Achieved i Full compliance was achieved on June 4,1982 when the torus barrier was reestablished, signs were posted, and all high-radiation areas were, inspected. -
