SUBJECT: VERMONT YANKEE TRAINING INSPECTION REPORT NO. 50-271/93-23

This letter transmits the findings of the special safety inspection conducted by

Mr. S. L. Hansell of this office from October 18 through October 22,1993, at the Vermont

,

Yankee Training Facility, Brattleboro, Vermont. At the conclusion of the inspection,

Mr. Hansell held discussions of our findings with members of your staff.

The inspection was a followup to the NUREG-1220 Training Inspection conducted in

i

!

October 1991. The inspection concentrated on the seven outstanding training deficiencies

noted in the 1991 inspection and overall management of the training department. The

j

primary objective was to ensure that the facility's training department provided the required

'

information to plant personnel so they could safely operate the plant. A secondary objective

.!

was to assess the short-term corrective actions related to training from the recent refuel

j

events.

l

In summary, the management and content of the current training programs have improved

significantly in the past two years. The training programs have been upgraded to ensure

implementation of the systems approach to training (SAT). The seven training deficiencies

were closed based on the facility's satisfactory corrective actions (section 3.3). Further, the

training conducted after the second refuel event was appropriate and completed prior to

resuming refuel operations.

The positive results of this inspection indicate that you have substantially improved your

programr, but training program problems and weaknesses still exist as noted in your own self

assessment. However, we are now confident that your organization can effectively identify

l

the problems and affect viable solutions. Within the scope of this inspection, no violations

l

were identified.
