Confirmation of Action - Docket Nos. 50-327 and 50-328 This refers to a telephone conversation on July 20, 1982, between Mr. H. J. Green of your staff and Mr. R. C. Lewis of this office concerning our evaluation of the Emergency Exercise of July 8-9, 1982, at the Sequoyah facility. Our findings were also discussed on July 9, 1982, by Mr. D. L. Andrews of this office with Mr.
H. J. Green, Director of Nuclear Power.
With regard to matters discussed, it is our understanding that you have under-taken or will undertake the following actions to resolve deficiencies in your emergency preparedness program:
1.
Training - Provide supplemental training for the inplant emergency response organization as follows:
a.
Offsite Monitoring - Provide retraining in environmental radiation monitoring for plant personnel who are subject to being assigned to an offsite monitoring team in an emergency.
Such training is to include practical demonstrations by each individual in the proper use of instrumentation, monitoring techniques, map reading, monitoring point locations, and communications.
Retraining in the above areas is to be initiated promptly and completed by October 15, 1982.
b.
Post-accident Sampling - Provide retraining for personnel who may be assigned to perform post-accident sampling. Such training is to include practical exercises in which each individual demonstrates:
(1) proficiency in the use of the sampling procedure (TI-66).
1 (2) capability to use special equipment provided for obtaining samples.
-(3) understanding of contamination control measures to be employed during sampling and sample transport to the laboratory.
l Retraining for personnel in the above area is to be initiated promptly and completed by October 15, 1982.

Technical Support Center (TSC) - Upgrade the TSC to provide for:
a.
Completion of TSC facility and communications capability improvements such that TVA will relocate the primary operations area for the Site Emergency Director and his staff from the control room to the TSC.
b.
Improved integration of NRC representatives into the operational structure of TSC operations.
c.
Substantial improvement of information and data displays in the TSC to include:
l (1) plant system variables;
)
(2) inplant radiological data; (3) meteorological information; (4) offsite radiological information; (5) trend information and a time-history record of the emergency.
These actions are to be completed by November 9,1982.
4.
Reports - Submit a written report to this office by December 1, 1982, i
describing the corrective actions completed for each of the areas described above, including actions taken to insure that capabilities in the above l
areas are maintained, i
