Dear Mr. Barton:
SUBJECT: NRC Inspection No. 50-219/93-18
An announced inspection at the Oyster Creek Nuclear Generating Station was conducted by
Mr. L. Ecken on August 23-27,1993. The inspection findings were discussed with you and
members of your staff e' August 27,1993. The inspection also includes information
received at the Region I office September 30,1993 and subsequently reviewed in-office on
October 18-20, 1993.
Areas reviewed during the inspection were important to health and safety and are discussed
in the enclosed inspection repon. These areas included changes to the radiological controls
program, Radiological Incident Reporting (RIR), the program for maintaining radiation

exposures as low as reasonably achievable (ALARA), Quality Assurance (QA) audits, air and
swipe sample counting facilities, and radiological controls organization staffing.
The inspector noted that although significant concerns have been raised over the mechanisms
by which ALARA reviews are initiated, good efforts have been raade concerning source term
reduction. However, he also noted one area that we believe warrants your attention to assure
resolution. The lack of timely corrective actions for some radiological discrepancies
developed under the RIR process was considered a radiological controls program weakness.
Accordingly, within 30 days of receiving this letter, we request that you provide us in
writing your planned actions and associated completion schedules to address this weakness.
No violations of regulatory requirements were identified.
