MCGUIRE UNITS 1 AND 2 - RESPONSE TO NRC BULLETIN 93-02, " DEBRIS PLUGGING OF EMERGENCY CORE COOLING SUCTION STRAINERS" (TAC NOS. M86580 AND M86581)

This letter acknowledges receipt of your responses dated June 10, 1993, and September 20, 1993 (revision to June 10, 1993 response), to NRC Bulletin 93-02 (Bulletin). The Bulletin was issued May 11, 1993, to all nuclear power l

reactor licensees.

It requested licensees to identify fibrous material in the primary containment, take any necessary compensatory measures, and remove any such material. Your response of September 20, 1993, stated that fibrous filter material, such as described in the Bulletin, was identified as being used in your containments and that actions were taken as described below.

You noted that there are six ventilation systems (VSs) inside the primary containment of Units 1 and 2.

Of these, three VSs do contain fibrous filter material. Two of these three-VSs are above the flood level for a loss-of-coolant accident (LOCAt. and there are no LOCA line breaks postulated for the area where these two VSs are located. Therefore, you do not plan to remove the fibrous filters placed in these VSs.

The one VS (the Containment Purge Ventilation System) is located in an area where a postulated LOCA from a line break could impact the filter unit housing, which contains the prefilter, high efficiency filter and high-efficiency particulate air (HEPA) filters. The housing could sustain damage from the postulated jet impingement but the replaceable filters are not in the direct impingement path and will not be affected by the line break. However, as an added assurance measure, before the startup from the current steam generator outage on Unit 1, the fibrous prefilters, which are in the front end of the filter train, will be replaced with metal prefilters, which do not contain any fibrous material, in all four filter units of the containment Purge Ventilation System. The high officiency and HEPA filters will not be-removed.

The staff understands that you plan to install the metal prefilters and reinstall the high efficiency and HEPA filters on Unit 2 during the next shutdown of sufficient length.

McHeekin October 29, 1993 Conservatively, the prefilters, high efficiency and HEPA filters, were removed from Unit 2's containment as a condition for restart after the end of the Cycle 8 outage pending field investigations to determine the actual location of piping that can produce LOCA line breaks.
