Report No. 50-335/82-26

This refers to an Inquiry conducted by investigators from the NRC- Region II

Office in Atlanta on a reported impropriety in the conduct of a recent NRC

examination of applicants for reactor operator and senior reactor operator

licenses for your St. Lucie Nuclear facility. The Inquiry, which is documented

in the enclosed Summary of the Inquiry, revealed that an employee of your company

discussed with the applicants, briefly and in a general sense before the conduct

of the scheduled examination, several technical matters that were included in

the examination.

I am concerned that some doubt was cast on this important examination. Based

on my conversation with Mr. Adomat on July 15, 1982, I understand that you share

our concern and that you will place additional emphasis on your program to ensure

that vigilant precautions are taken to protect the integrity of the NRC examina-

tion process. We must be able to demonstrate unequivocally that each licensed

operator has truly earned his or her license to operate a nuclear power plant.

For your information, the Office of Nuclear Reactor Regulation plans to corre-

spond with all reactor licensees for the purpose of enhancing the overall

integrity of the NRC examination process.

Under separate cover, I will provide you with a copy of a letter I am sending

to the involved employee, a Senior Reactor Operator licensed by the NRC. As

stated in the letter, I have concluded, after balancing the various interests of

disclosure and non-disclosure as required by 10 CFR 2.790(a), not to place the

letter in the NRC Public Document Room. However, the letter will be placed in

his license file. It will be removed from that file provided his professional

performance during the next twelve months is satisfactory.

In accordance with provisions of 10 CFR 2.790, a copy of this letter and_the

enclosed Summary of Inquiry will be placed in the NRC Public Document Room. A

response to this letter is not specifically requested; however, if you wish to

ciscuss this matter further, we w.ll be pleased to receive your written comments

or to meet with you.
