Dr. Murley, in the referenced letter, Commonwealth Edison (CECO) submitted the proposed third ten-year interval IST Plan. The third ten-year interval IST Plan included proposed Relief Request RP-00A. This requested relief from ASME Code requirements IWP-3100-1 ,

(Inservice Test Quantities, Vibration Amplitude); IWP-3100-2 (Allowable Ranges of Test Quantities, Acceptable, Alert Range, and Required Action Range for vibration amplitude); and IWP-4510 (Vibration Amplitude). ,

During the Diagnostic Evaluation at Quad Cities Station in August and September 1993, the NRC reviewed the Relief Request and requested additional clarification. The purpose of this letter is to provide that clarification as a revision to Relief Request RP-00A.

This revision separates the relief request into two separate parts. The first part (RP-00A) requests relief from the use of

  • mils" as a measurement of vibration on safety related pumps greater than 600 RPM. As an alternative, CECO proposes to utilize " inches per second" (ips).  ;

The second part (RP-00A Addendum) provides clarification of maintenance and '

testing activities which have been performed on the Unit 2 HPCI pump to reduce vibration levels. This includes a description of the use of the Perma!ign equipment on the HPCI pump. i in addition, RP-00A Addendum requests interim relief to expand the fixed ASME Code  :

ALERT range limit for vibration levels on the Unit 2 HPCI pump. The applicable time period j for this interim relief is based upon completion of maintenance activities during the thirteerch and fourteenth refuel outage on Unit 2 (scheduled completion of O2R14 is June 1996), or successful reduction of vibration levels below the ASME Coce limit, whichever is sooner.

The revised relief request is being submitted as a change to the original third ten-year

' interval (ST Plan (which was submitted in the referenced letter). This includes an Executive Summary, an *lST Plan Page Replacement instructions" page, and ti.e revised pages. This information is provided in the Attachment to this letter.'  !
