The implementation plan for the third ten-year interval ISI/IST Program.
The current ten-year ISI/lFT Program interval concludes on February 18, 1993 for Quad Cities Station Unit 1, and on March 10,1993 for Quad Cities Station Unit 2. As discussed during the Reference (a) teleconference, the upcoming Quad Cities Unit 2 refuel outage, which is scheduled to commence in March 1993 (O2R12), is the final refuel outage of the second ten-year interval. However, due to rescheduling of previous outages, the completion date for 02R12 (currently estimated to end on May 29,1993) was extended beyond the end of the ten-year interval. Based upon this outage extension, CECO requested and received NRC concurrence for an extension of the required Unit 2 ISI/IST tests into the next ten-yaar interval (during the Unit 2 outage). In addition, based upon the significent procedural changes necessary for implementation of the third ten-year interval ISI/IST Program, CECO requested and received NRC concurrence for an extension of the Unit 1 ISI/IST tests into the next ten-year interval (concurrent with the extensicn of the Unit 2 tests). These requested extensions will not affect the actual start date for the third ten-year ISI/IST Program (February 18,1993 for both Unit 1 and Unit 2). CECO will initiate the required third ten-year interval ISl/lST tests concurrent with the end of O2R12, including all relief requeste submitted with the third ten-year interval ISI/IST Program.

The required response to the December 2,1992 IST Program Safety Evaluation (Reference (b)).
In Reference (o), the NRC issued a Safety Evaluation (SE) for Revision 3 of the Quad Cities Station IST Program. As part of the SE, the NRC ident9d ten items which were considered " Anomalies," and requested a response to the Anomalies within one year of the SE. During the Reference (a) teleconference, CECO requested and received NRC concurrence for an extension of the date for submittal of the required response. Based upon that tc econference CECO coinmitted to submit the required response concr ent with the submittal of the third ten-year interval IST Program. This resporse is provided in the enclosure.

' Response to Anomalies identified in IST Program Safety Evaluation 1.
CECO has revised Relief Request RP-00A (as part of the third ten-yearinterva!IST Program) to provide additional support which demonstrates that an " acceptable level of quality and safety" is maintained for the HPCI pump. The separate RHRSW discussion was removed since these pumps are capable of meeting the vibration acceptance criteria requested in this relief. The revision to RP-00A also requests absolute vibration limits for the HPCI pumps, rather than elimination of the limits.

CECO has deleted Relief Request RP-00C from the third ten-year interval IST Program.

CECO has included absolute limits for valve leakage in specific leak rate procedures, as well as corrective actions for valves exceeding the respective limits.

CECO has revised Relief Request RV-00AD (as part of the third ten-year intervalIST Program) to enhance the Basis with a discussion of the conservatism achieved by this relief request. The revision also added additionaltext in the Proposed Afternate Testing section to define the Quad Cities Station's methodology for establishment of full stroke and refereace stroke time values.

CECO has revised Relief Request RV-00E (as part of the third ten-year intervalIST Program) to strengthen and clarify the justification provided in the relief request.

CECO has reviss ? Reset Request RV-00F (as part of the third ten year interval IST Program) to strengthen and clarify the justification provided in the relief request.

CECO has tevised Relief Request RV-308 (as part of the third ten-yearintervalIST Program) to incorporate the requirements of ASMF! ANSI O&M-1, and to submit an alternate plan fo sample expansion of relief valve setpoint testing.

CECO has revised Relief Request RV-16A (as part of the third ten-year interval IST Program) to incorporate Technical Approach and Positions TV-DOC and 16A.

CECO has incorporated the guidelines of ASME/ ANSI O&M-1 into the third ten-year interval IST Program.
- 10. CECO has revised the Test Frequency Abbreviations (as part of the third ten-year interval IST Program) to incorporate respective durations.
