Dear Mr. Engelken:

In accordance with the reporting requirements of IE Bulletin 82-02, this letter contains the information required by Action Item 3 regarding bolted closure leakage and fastener lubricants.

The response required by Action Items 1 and 2 of IEB 82-02 will be submitted consistent with the requirements of the Bulletin.

Bolted Closure Leakage: The Bulletin requirements are to identify those bolted closures of the reactor coolant pressure boundary that have experienced leakage, describe inspections made and corrective measures taken. There have been no incidents of leakage in the bolted closures of the reactor coolant pressure boundary of either Unit 1 or Unit 2.

Fastener Lubricants: The Bulletin requirements are to identify closures and connections where fastener lubricants have been or are being used and report on plant experience, particularly any 4 instances of stress corrosion cracking.

A review of Plant Maintenance Procedures identified five procedures that specified the application of fastener lubricants that have been identified by IEB 82-02 as potential agents for causing stress corrosion cracking. Although no evidence of stress corrosion cracking has been observed in any of the fasteners, plant maintenance procedures have been changed in response to recent industry findings. Engelken August 2, 1982 Page 2 maintenance procedures that formerly specified Molykote Z, FEL-PRO-CSA or FEL-PRO-N-1000 now specify FEL-PRO-N-5000 in accordance with Westinghouse Nuclear Service Division Data Letter DL-82-01 dated January 22, 1982. The fifth maintenance procedure that addresses removal and installation of steam generator manway covers will be revised to include the use of FEL-PRO-N-5000 when Westinghouse provides new fastener torque values.

Injection Sealant Materials: The Bulletin requirements are to identify closures and connections where injection sealant materials have been or are being used and report on plant experience, particularly any instances of stress corrosion cracking. No injection sealant materials have been used in either Unit 1 or 2.
