NOTICE OF VIOLATION l

Tennessee Valley Authority Docket Nos 50-327 and 50-328 Sequoyah License Nos. DRP-77 and DRP-79 l

During an NRC inspection conducted on July 23 - September 14, 1990 a violation of NRC requirements was identified. In accordance with the " General Statement' '

of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1990), the violation is listed below:

10 CFR 50, Appendix B, Criterion V as implemented by the Nuclear Quality l Assurance Manual (NOAM) states that, " activities affecting quality shall .

provided administrative control of housekeeping requirements for work activites, ' conditions, and environments, that included requirements for

following the conduct of maintenance or modification work.  !

Contrary tov the above, prior to July 23, 1990, the licensee failed to implement instructions, . procedures, and performance that would prevent the storage and/or accumulation' of loose conductive material within

safety :related electrical boards. Specifically, numerous nuts bolts, washers, lugs,- copper and steel shavings, conduit plugs, and fuses were ,

'found stored '.or accumulated as a result of . maintenance and/or imodifications'in numerous 120 volt AC'and'125 volt DC vital distribution .'

panels and instrumentation and control cabincts which could have rendered the panelsLinoperable during a seismic event.

This' is a Severity Level IV violation (Supplement I). ]

Pursuant -to the provisions of .10- CFR. 2.201, Tennessee Valley Authority is hereby required .to submit a written statement or explanation to the U.S. l Nuclear Regulatory Comission, ATTN: Document Control Desk, Washington, D.C. l 20555 with a: copy to the Regional Administrator, Region II, and .if. applicable.

a. copy to the:NRC Resident Inspector, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). .This reply should be clearly imarked as a " Reply to a Notice of Violation" and should include [for each 4

violation]: :(1) the' reason for the violation, or, it= contested, the basis for disputing the violation, (2) the corrective. steps that have been taken and the results achieved, (3) the corrective steps that.will be taken to avoid further

-violations, and (4) the date when full compliance will be achieved. If an adequate reply is not received within the time specified in this Notice, an

Tennessee Valley Authority 2 Docket Nos. 50-327 and 50-328 Sequoyal. License Nos. DRP-77 and DRP-79 order may be issued to show cause why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideratic., will be given to extending the response time.
