LACROSSE LIQUEFACTION SHOW CAUSE ORDER We have been informed by Karen Cyr, ELD that the Commission has appointed l

a board to consider if a hearing should be granted to hear arguments relative to the subject issue. A September 8, 1980 pre-hearing conference r

has been scheduled. We have been asked to provide a final safety evalua-I tion by August 25, 1980. Accordingly, input from reviewers from the Hydrologic and Geotechnical Engineering Branch (HGEB), the Geosciences l

Branch (GSB) and Systematic Evaluation Program Branch (SEPB) Systems Section is required no later than August 20, 1980 to provide SEPB ample t

time to put together an integrated package.

Attached is a letter from G. Lear to D. Crutchfield, dated August 1,1980 which provides HGEB conclusions related to the potential for liquefaction under critical structures given the 0.12 g Safe Shutdown Earthquake (SSE).

Further confirmatory l

information relative to the "B" emergency diesel generator building founda-

tion has been received from Dairyland Power Cooperative (DPC).

This infonnation is expected to confirm a similar conclusion for that buf1 ding.

Your attention is directed to the conclusion that the crib house and buried service water piping running from the crib house have

-not been shown to be safe against liquefaction., We have discussed this issue with DPC and they have proposed providing a dedicated safe shutdown r

system which would preclude reliance on the crib house and buried piping in the event of an SSE.

They have stated that such a system could be made operable by the February end date of the Shcw Cause Ocder. We are awaiting a submittal by CPC which documents the design of this system.

DPC has received our July 28, 1980 letter which requested that they address the significance of voids under safety related structures. They have informed us that they will provide the results of the requested evaluation r

and take mitigative measures if necessary.
