This letter confirms verbal authorization provided to Lou Albers by Sharlene McCubbin, of my staff, to commence work on the subject Task Order effective October 29, 1990.

In accordance with Section G.6, Task Order Procedures, of the subject contract, this letter definitizes Task Order No. 14 This effort shall be performed in accordance with the enclosed Statement of Work and Parameter Inc.'s proposal dated October 25, 1990, incorporated herein by reference.

The period of performance for Task Order No. 14 is October 29, 1990 through January 14, 1991.

The total cost ceiling is $91,521.72.

The amount of

$89,427.10 represents the total reimbursable costs, the amount of $19.91 represents the facilities capital cost of money, and the amount of

$2,074.71 represents the fixed fee.

BACKGROUND Surveys of commercial nuclear utility maintenance practiceo and studico of plant operational data and evento have shown that ineffective plant maintenance contributed to reliability prob-lems, and results in unnececoary challenges to safety systema.

Over the pact neveral yeare increased attention han been focuosed on nuclear power plant maintenance and curve 111ance problemo by both the industry and the NBC.

Aa part of ito effort, the NRC han embarked upon a program to inopect and aseens maintenance effectivenece at nuclear power cites.

The NRC hao decided to conduct a Maintenance Team Inspection (MTI) at Catawba Unito 1 and 2.

B.

OBJECTIVE The objective of thin tack order la to obtain the services of four (4) contractor opecialisto experienced in nuclear power plant operatione to provide specialized technical acciatance to an NRC inspection team established to perform a Maintenance Team

' Inspection (MTI) at Catawba. Unito 1 and 2.

C.

WORK REQUIREMENTS The Contractor chall provide the cervices of four (4) opecialisto experienced in the operation, and copecially detailed curveil-lance and maintenance, of systems and componento for large scale commercial nuclear power plant operations and separately quali-fled to provide speciallned technical nooistance in each of the following system areas:

Two (2): Mechanical and related thermal-hydraulic Mechanical cyotomo One (1): Electrical power genera tion, and electrical dintri-bution systemo One (1): Instrumentation and Contro.1 Systemo.

, The Maintenance Team Inapection (MTI) will be based on.the NBC Inspection and Enforcement Manual, Temporary Instruction (TI) 2515/97, and the accompanying Maintenance Inspection Guide.

This task will aceint the staff in determining whether or not the licenace's Maintenance Program, including its related management functions, provideo for the prompt repair of plant eyotema,

componento, and supporting structures as appropriate, to perform their prescribed functions.

Performance of the Work under thic contract chall be subject to the technical direction of the NRR Team Leader which is defined to include the following:

Technical direction to the contractor which shifte work emphaolo between areas of work or tasks, fille in details or otherwloe cerves to accomplish the contractual statement of work.

Providea to the contractor, drawinge, opecificatione or technical portione of the work description.

Review, and approval of technical information and reports to be delivered te the NRC under this contract.

This technical direction shall remain within the generalized requirements of the Statement Of Work of which thic Clauce forms a part.

The Catawba Unita 1&2 are located 25 milec South of Charlotte.

North Carolina, in York Co., South Carolina, near the Township of Rockhill.

SCHEDUhE OF ACTIVITIES FOR WORK. MEETINGS / ) TRAVEL TASK 1.

Commencing October 31. the specialists chall travel and report to the'NRC Resident's Office at the Catawba Site for a total period of 3 days.

Prepare for Inspectione by reviewing inspection related documentation and recorda provided by the Team Leader.

Prepare input for the inspection plan, and attend a pre-Inspection team meeting.

This activity at the cite will conclude on Friday Nov.2. and specialists will return to home office on this day.

TASK 2.

Commencing Nov.5, at home office. over a maximum period of 5 days, the specialists will continue preparation of the input to the inspection plan with completion by Friday Nov. 09.

TASK 3.

Sunday Nov.11: Contractor specialiste shall travel to the plant site.

Nov.12:

Specialisto repott to the NRC Resident's Site office by 8.00 am. for a total stay of 5 days.

Conduct the on-site MTI.

The spealalists will receive technical direc-tion from the NRC Team Leader.

This onsite activity will conclude on Friday Nov. 10, and specialists will return to home office on the same day.

TASK 4.

Commencing Nov.19, and continuing through to Friday Nov.23, specialists will conduct a home office review of the MIT inspection information for a total cumulative period of four (4) working days.

TASK 5.

Nov.25:

Contractor specialists travel to plant site.

NOV.26:

Report to NBC Resident *e office at plant site by 8.00 a.m.

Prepare inputa for Final Inspection Report over five (5) working days through Friday Nov.30, when special-into travel to home base.

TASK 6.

Monday Dec.03:

From Home Office, specia110tn prepare individual final inspection reporto over the next four (4) days through Thursday 06, on which dete they are to be prepared, and sent, on ( 3 1/2 in, or 5 1/4 in.) computer dioko by expedited delivery to one Designated specialist by 10.00 a.m.

on Friday Dec. 07.

Friday Dec.7:

One Designated specialist at Home Office

-receives computer dicks by 10.00 a.m. and anaembles final inspection reporto into one data base.

TASK-8.

Sunday Dec 09:

D0eignated contractor staff specialist travels to NRC HQ Wachington D.C.

Monday Dec. 10:

The desig.79ted specialist reports to NRC HQ by 8.00 a.m. and opendo a maximum of five (S) days final-ising the inspection report in conjunction with-the NRC team members, for submincion to the technical editor concluding

REPORTING REQUIREMENTS Technical Reports:

During the course of Tasks 1 and 2 or at their completion, the contractor specialists shall provide inspection plar, input to the NRC Team Leader as specified in Section F.3.1(a) of the basic contract.

The format and scope of this input chall be ao provided by the NRC team leader.

At the completion of Task 5 (pr.ior to the inspection-team's exit meeting with the licenece), the contreictor specialisto shall provide report input feedere to the NBC Team;1eader as specified in Sectiono F.3.1(c). and F.3.1(d) of the basic contract.

The format and ecope of this input shall be as providSd by the Team leader.

Typically, thio input will consist of handwritten summaries of.the specialisto' inspec-tion activities and findings, and will be used by the Team-

' Leader to r epare for the exit meeting with the licensee.

At the completion of Tacko 6 and 7, the contractor ope-cialiato shall.oubmit a final inspection report input in

- accordance with Sectione F.3.1(c) and F.3.1(e) of the basic contract. The completion of Task 7 will Provido an easily accecoible report on a single disk convertibic to the IBM 5520 system.

Tack 8 will produce a refined veroion'of the inspection report based on further NRC review.
