TECHNICAL SPECIFICATIONS CllANGE REQUEST VANTAGE + RELOAD FUEL

' South Carolina Electric & Gas Company (SCE&G) hereby requests an amendment to the Virgil C. Summer Nuclear Station (VCSNS) Technical Specifications. Speelfically, this proposed amendment revises Technical Specification 5.3, " Reactor Core," to allow the v
utilization of ZIRLO clad fuel assemblies and ZIRLO filler rods in the VCSNS core. This revision will support the use of an advanced Westinghouse fuel design, VANTAGE +, at VCSNS. VANTAGE + is a ZlRLO clad fuel design which offers the capability for higher burnups, increased corrosion resistance, and decreased fuel cycle costs.
Attachments 1, 2, and 3 constitute the licensing submittal for this Technical Speelfications Change Request. Attachment 1 provides the marked-up page for the I
proposed amendment. provides the required safety evaluation and contains the significant hazards evaluation pursuant to 10CFR50.92.
This proposed Technical Specifications amendment has been reviewed and approved by j
both the Plant Safety Review Committee and the Nuclear Safety Review Committee.
t VCSNS Intends to begin utilizing VANTAGE + fuel during Cycle 7.
As such, SCE&G requests the NRC to review and approve this amendment by March 15,1991.
