Dear Mr. O'Reilly:

We offer the following responses to the apparent Items of Noncompliance in the referenced Inspection Report.

NOTICE OF VIOLATION A. Section 6.4.1 of the Technical Specification states in part that a retraining and replacement training program for the facility staff shall be maintained and shall meet or exceed the requirements and recommendation of Section 5.5 of ANSI N18.1-1971.

Section 5.5 of ANSI N18.1-1971 states, in part, that a training program shall be established which maintains the proficiency of the Operating Organization through periodic training exercises, instruction periods, and reviews covering those items and equip-

{' ment which relate to safe operation of the facility and through special training sessions for replacement personnel.

Contrary to the above, a training program for non-licensed operators had not been established, and non-licensed operators are not receiving the training required to properly prepare them for their work assignments, in that of the 15 non-licensed operators in the area of system training qualification which involves a total of 24 systems; 6 operators had completed 12 systems or less, and 9 operators had not completed any. In the area of annual shift procedure reviews, 8 operators had reviewed 8 or less procedures and 7 had not completed any procedure reviews for this year (1978). In the Replacement Operator Evolution, only 1 operator had completed 3 items and 14 operators had completed none.

Response: In accordance with the commitment made to the NRC on 19 October 1978, immediate action was taken to evaluate the Non-Licensed Operator Qualification Program. All evaluations were completed and filed in each individual training record jacket located in the Training Office. A letter dated 19 October 1978 from the Operations Superintendent to the Shift Supervisors, directed the non-licensed operator qualifications evaluations be completed by 26 October 1978.

The formal qualification training guide was revised and upgraded and distributed for implementation on 8 November 1978. o A memo from the Operations Superintendent dated 15 November 1978 to all Shift Supervisors directed a review of the documentation regarding the annual shift procedure review for all shift members, and formulation of a program to completa the required reviews for

( each man by 31 December 1978.
