Dear Mr. Denton:
Pursuant to your November 22, 1978 letter concerning the STP licensing schedule (Roger S. Boyd to E. A. Turner) and subse-quent meeting with Mr. W. M. Menger of Houston Lighting & Power Company, this letter serves to propose a revised STP licensing schedule. The NRC licensing schedule outlined in Mr. Boyd's Novem-ber 22 letter includes overly conservative times for the preparation of NRC questions. HL&P responses, SER and SER supplement issuance.
More importantly, the proposed NRC schedule leaves insufficient margin to acconinodate a contested proceeding, should that develop, wi'thout impacting the fuel load date. Therefore, we request that

the NRC licensing schedule for STP be revised to reflect the HL&P preferred schedule. HL&P would be pleased to meet with the NRC' to discuss this matter should additional infonnation be needed.
Please note that the HL&P carbon copy list for NRC correspondence has been revised and is attached.
