REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE

(. By your letters, dated June 23, 1978 and June 30, 1978, which included affidavits signed by Tom May, Assistant Treasurer for the Boston Edison Company, you submitted financial schedules and forecasts relating to the Boston Edison Company an~d Tequestedlhat~th'ey be withheld from public disclosure pursuant to 10 CFR 2.790.

Your reasons for requesting our withholding of this 1nformation were that (1) the information was prepared from data available for internal use only, (2) such data have been and will continue to be held in confidence by your company, and (3) substantial harm may be caused to the company if the submitted information is made publicly available.

The reasons enumerated in your requests as to why the release of the' submitted informal. ion would cause substantial harm to your company were conclusory in nature and failed to provide us with a sufficient basis upon which to approve your applications. Specifically you failed to address how the release of this information could affect the market for the company's securities and how this information could prejudice your company's operation as a public utility.

Accordingly, we have concluded that the information sought to be withheld from public disclosure does not meet the requirements of 10 CFR 2.790.

Therefore, your requests to withhold the financial schedules and forecasts from public disclosure are denied.

For you[information, the Security and Exchange Commission has recently released proposed new regulations governing disclosure of management financial projections. A copy of the above mentioned release is enclosed for your perusal.
