i Gentlemen:
In response to discussiens held with =e=bers of your staff in re-gard to the Onaha Public Power District's Fort Calhoun Statien Unit No.
j i Inservice and Inspection Program, the folleving infermatien is pro-vided related te the inspection of check valves S!-159 and SI-160. The safety functica of these valves C to open to permit flow frc= the con-
+ainment sump to the sucticn of the safety injectica pu=ps.
J l
The District proposed, in a report entitled " Fort Calhoun Station L
l Uhit No. 1 Inservice and Inspection Program Plan for the 1976-1980 l
j Period", dated September 1, 1978, to perform no testing on these valves.
This is'because: (1) testing is i= practical since no feasible means l
currently exist for providing design flows through these check valves, (2) the valves are wholly redundant to cne another, and (3) failure data is insufficient to show that a credible proble: exists with check valves i
)
failing to open.
The District centinues to believe that testing of these valves is unnecessary due to the above censiderstiens. Nevertheless, one of the folleving two apprcaches vill be used at the next refueling outsge to de=cnstrste the cperability of the vsives:
t (1)
A odifiestien vill be perferred to per=it periodic flew test-ing of these vsives, or (2)
SI-15) vill be removed, inspected, and tested. The results of this inspecticn can be used to deter =ine the need for in-j specting 3:-160 snd the need fer further inspections.
Perfermance of either inspectien/ test veuld be ecstly. The first
[
cptien veuld require in extensive syste: =clificatica, and the second i
l an expenditure of apprcximately SLO,000 to process vaste vater re=cved frc= the S'a'IRT s=1 recirculstien line. The Oistrict is presently evslu-sting bcth cptiens to determine effectiveness 1:1 1cng ter: 00st i= pact.

1 j,
- he results of the inspecticn/ test vill be submitted to the Ca==ission for review, alot.g with recc==endations for future inspection and testing, as deemed appropriate. The Oistrict is ccnfident that either of these measures vill satisfy the Cc==ission's concern.
j Sincerely, i
