Dear Mr. Denton:

Kansas Gas and Electric Company representatives met with the NRC on March 19, 1982. Discussions were held concerning the effects of a higher free field response spectra prepared for the NRC (NUREG-0881, Appendix E) on those Wolf Creek site specific, Category I structures and components which were designed to a Regulatory Guide 1.60 response spectrum anchored at .12g.

Reference (1) transmitted an analysis of the effects of the higher spectrum on the ultimate heat sink dam and slopes. Reference (2) transmitted a similar analysis for the essential service water system (ESWS) pumphouse, manholes, valvehouse, discharge structure and pipe incasements.

Transmitted herewith is the evaluation of the effects of the higher spect. rum on the essential service water piping systems and supports.

These analyses have shown that the existing design for the site specific Category I portions of the Wolf Creek Plant have sufficient design con-servatism to accommodate a 0.15g SSE event with minimal, if any, redesign.

Accordingly, and in the interest of resolving the seismic issues in the Wolf Creek SER, KG&E commits to adopting a Regulatory Guide 1.60 spectrum anchored at 0.159 (zero period acceleration) as the SSE design spectrum for the site specific, Category 1 structures and components at the Wolf Creek Generating Station. Mr. Harold R. Denton KMLNRC 82-229 August 5, 1982 response spectrum given in NUREG-0881, Appendix E which was proposed by Lawrence Livermore National Laboratory.

The only analysis of the Wolf Creek design not yet provided to the NRC for the higher SSE loading is the effect on qualification of equipment to withstand the higher loads. KG&E's commitment above, of course, includes such qualification to the 0.15g SSE level. Documentation of the seismic qualification of the ESWS equipment will be available for review with other equipment qualification information when the NRC conducts the SQRT audit of Wolf Creek.

This information will be formally incorporated into the Wolf Creek Geh-erating Station, Unit No.1, Final Safety Analysis Report in Revision 10 This information is hereby incorporated into the Wolf Creek Generating Station, Unit No.1, Operating License Application.
