gy 6 JUL 2 8 1982 Docket Nos. 50-440/441 Mr. Dalwyn R. Davidson Vice President System Engineering and Construction The Cleveland Electric Illiminating Co.

P. O. Box 5000 Cleveland, Ohio 44101

Dear Mr. Davidson:

Subject:

Unresolved Fire Protection Issues for the Perry Nuclear Power Plant, Units 1 and 2 Your letters dated April 18,1982, April 29,1982 and May 6,1982 provided information required to confim commitments indicated in SER Sections 9.5.1.2 9.5.1.3 and 9.5.1.5.1 (pertaining to automatic transfer of all fire detection and suppression onto the emergency diesel generator). The NRC staff has reviewed this infomation and finds it to be satisfactory. However, further information addressing the commitment for local audible fire alams in the plant is still required to fully satisfy Section 9.5.1.5.1. It should be noted that the confirmatory commitments cited in Sections 9.5.1.2, 9.5.1.3 and 9.5.1.5.1 were not specifically included in the confirmatory open items listed in Section 1.10 of the SER.

Your letter dated April 8,1982 furnished infomation which was intended to verify the required 3-hour fire rating for the plant walls to be con-structed of gypsum boards--confimatory item (36), Section 9.5.1.4.1 of the SER. Data provided were the results of fire tests conducted by Under-i writer Laboratories for U. S. Gypsum. The NRC staff review of this test data concluded that the configuration tested differred from the design

> proposed for installation in the Perry plant in that (1) the Perry design i uses horizontal furring strip boards and (2)-fasteners to attach the gypsum i boards to metal stubs in the walls are shorter than theddesign tested by Underwriter Laboratories. To close this confirmatory item, the staff l

I requires that the applicant further address the significance of these configuration differences in tems of meeting the 3-hour fire rated require-ment, or to perform a separate test of the exact Perry design configurction l in accordance with ASTM E-119.
