Subj ect: Oyster Creek Nuclear Generating Station Docket No. 50-219 Final Rule on Interim Requirements Related to Hydrogen Control - Exemption Request Pursuant to Title 10, Code of Federal Regulations, Section 50.12, this letter requests an exemption for the Oyster Creek Nuclear Generating Station from the final Interin Requirements Related to Hydrogen Control which was published in the Federal Register on December 2,1981, pp. 58484-58486.

Specific exemptions are requested from Title 10, Section 50 44, paragraph c311 in its entirety and paragraph c311i with respect to the requirement for heactor Vessel Head Vents. It is further requested that the requirement for installing high point vents on the Isolation Condensers (paragraph c3iii with respect to other systems required to maintain adequate core cooling) be deferred for the Oyster Creek Nuclear Generating Station until the Cycle 11 Refueling outage which is the second outage after August 1982.

The BWR Owner's Group has recently completed a substantive ovaluation related to radiolytically produced oxygen following a LOCA and the implications for combustible gas control. Based on this evaluation, a site-specific analysis will be prepared for the Oyster Creek Nuclear Generating Station which will demonstrate that the exemptions and deferral will not endanger life, property, the common defense and security, and are otherwise in the public interest. This plant specific report is expected to be autraitted by October 28, 1982.

y Director Page 2 August 2, 1982 It has been determined that this exemption request is Class III in accordance with 10 CFR 170.22. A check for $4,000 will be submitted at the same time as the plant specific analysis for Oyster Creek.
