SUDJECT: LEAK TESTING OF CALIBRATION TEST CONNECTIONS AT DIG ROCK POIHT l

Your letter dated !! arch 11, 1982, provided your interpretaticn of Section 3.7(c) of the Big Rock Point Technical Specifications. As you interpret Section 3.7(c), you may siaply leak check threaded pipe caps on containment pressure instrument test connections (one-half inch pipe or less) after the caps have been renoved to allou calibration tests and reinstalled.

The draft Safety Ehaluation Report (SER) fordSystematic Evaluation Progran (SEP) Topic VI-4, " Containment Isolation Systen " for Big Rock Point was sent to you by a letter dated June ll,1982.. That SER indicated that a threaded pipe cap may not be an acceptable containment isolation device according to current NRC licensing criteria. Also, as the June 11, 1982 letter and attached SER Indicated, that the issue of acceptable containacnt isolation devices at Big Rock Point is still unrasolved. A decision will be made as part of the SEP, on the need for additional containment isolation devices.

In your March 11, 1982 letter, you have indicated that renoval of 5@/

r the pipe caps does not constitute. disassembly of ctnponents since the pipe caps are intended to provide easy access to the systen.
