. it appears that certain of your activities were not conducted in full com-

,, pliance with NRC requirements as indicated below. These items have been

( categorized as described in our correspondence to you dated December 31, 1974. *

' .Q Criterion V of Appendix B to 10 CFR 50, as implemented by South

]s Carolina Electric and Gas Company (SCE&G) FSAR Section 17.1.5, 1 states in part that " Activities affecting quality shall be d prescribed by documented instructions, procedures or drawings . ..

[] and shall be accomplished in accordance with these instructions, V procedures or drawings." Where design drawings specify magnetic particle inspection for safety-related structural support welds, SCE&G Procedure 6.1.5 requires this inspection to be performed on the root, each k inch, and final for weld sizes over 3/8 inch.

- In addition, Daniel Construction Company Procedure WE-II-03 requires that the welder stamp safety-related structural support welds with his identification.

Contrary to the above requirements, an examination on August 23', 1978 of magnetic particle inspection records and final beam to bracket welds for supports for Cooling Unit XAA-1A-AH revealed:

1. For the 5/8 inch welds attaching beams 4B11 and 4B8L to brackets

, on the containment (see drawings IMS-02E-018-E2-4 and E511-032) drawing specified magnetic particle inspections were performed only on the final welds (see inspection record sheets CSSTM-33

()- and CE.STM-34).

2. No welder identification stamping could be found at the bracket to beam welds for beam 4B8L.
