By letter P-78107, dated July 11, 1978, the Public Service Company of g

Colorado described a proposal for resolution of a requirement that calibration and/or testing of instruments and controls of the Helium Circulator Auxiliary System be fully implemented as one of several con-ditions which must be met prior to exceeding the currently authorized 70% rated power level.

Since receipt of the July 11 letter, the material contained therein has been reviewed, records of calibrations / functional tests have been examined and a number of discussions relative to this matter have been held with members of your staff. Based on this effort we have concluded that calibration and/or testing for all Class A, B and C instruments, as defined in your letter, has been completed with the exception of those instruments which can only be calibrated and/or tested during a refueling outage and those instruments which must' be modified to provide calibration and/or test-ing capability.

It is our understanding that t;hese instruments, identified below, are to be calibrated and/or functionally tested prior to resuming operation following the first refueling outage to occur... currently t

1.

Calibration of all Class A and B instruments on an annual basis.

2.

Calibration of all Class C instruments as required by the Technical Specifications.

l 3.

Continuation of calibration of Class D instruments as required for local indications and diagnostic use.

4.

Functional testing of Class A and B instruments as outlined on the attachment to letter P-78107.

Class C instruments are functionally tested as required by Technical Specifications and is included in the surveillance procedures.
