- I REQUEST FOR LICENSE AMENDMENT - VACUUM R OPERABILITY
Dear Mr. Ippolito:
In accordance with the Code of Federal Regulations, Title 10, Parts 50.90 and 2.101, Carolina Power & Light Company hereby requests a revision,to the Technical Specifications for its Brunswick Steam Electric Plant, Unit Nos. 1 and 2.
This change will modify, on a temporary basis, the operability requirements for the suppression pool - reactor building vacuum breakers. The manual valves in these lines will be closed and the opening of the valves will be governed by administrative controls based upon the parameters indicated on the attached Technical Specification revision.
Manual operation is acceptable for these valves due to the lengthy interval after an initiating event required to produce the vacuum conditions of con-cern, and the manual nature of the system which could create those conditions.
This revision is requested only until such time as a suitable modification can be developed and installed to permit this system to operate in an automatic fashion.

- b. With a low drywell pressure alarm and three or more drywell-suppression pool vacuum breakers open, the manual valves in the suppression pool-reactor building vacuum breaker lines should be opened,
- c. The manual valves in the suppression pool-reector building vacuum breaker lines should be opened prior to operation of either tne drywell or sup-pression pool spray systems.
2 SURVEILLANCE REQUIREMENTS f ()
4.6.4.2 Each suppression pool-Reactor Building vacuum breaker shall be demonstrated OPERABLE:
a.
At least once per 92 days by manually verifying that the vacuum breaker is free to open.
b.
At,least once per 18 months by:
1.
Demonstrating that the force required to open each vacuum i
breaker does not exceed 0.5 psid, and i
2.
Visual inspection.
