Intake water is chlorinated three times a day for 30-minute intervals. Batch samples, taken during each chlorination period, are timed to correspond to peak free chlorine at the outlet. We sampled only once per chlorination interval on the days in question and results reported in our chlorination log are more representative of peak free chlorine than of average free chlorine.

To meet the requirements of Environmental Technical Specifications 2.2.1, a

review checklist was added to our chlorination log.

An Environmental & Radiation Control Technician will review the log daily to assure that average available free chlorine levels are maintained below 0.2mg/2.

Deficiency:

Appendix B, Technical Specification 3.2.1, requires that a nonroutine report as specified in Section 5.4.2 shall be made for any measurement of free available chlorine or total residual chlorine that is in excess of the effluent limitations prescribed by the U. S.

Environmental Protection Agency and the state of North Carolina in the permits and certificates issued to the licensee pursuant to the provisions of Section 401 and 402 of PL-92-500.

Appendix B, Technical Specification 5.4.2.a, requires that a written report shall be made to the Director of the appropriate regional office (copy to the Director of Nuclear Reactor Regulation), within 14 days of an environmental event.

Contrary to the above, the licensee failed to submit the required nonroutine report.

CP&L Response :

Pertinent level limits have been added to the Chlorination Log checklists.

If a review of the previous day's data by the ESRC Technician reveals that the level of free available chlorine is in excess of the limits specified in Environmental Technical Specification 2.2.1, the appropriate response shall be made in accordance with Appendix B, Technical Specification 5.4.2.a.
