This refers to the telephone conversation between Mr. Murray and other

members of your organization, Mr. Tedesco and other members of the NRR staff, Mr. Jordan of the IE staff, and Messrs. Tambling and Streeter of this office on October 23, 1978, regarding a deficiency in the Davis-Besse 1 electrical. system design in meeting General Design Criterion 17 of Appendix A to 10 CFR Part 50.

This also refers to the telephone conversation between Mr. Crouse and Mr. Knop of this' office on October 30, 1978. With regard to the matters discussed, we understand that you have undertaken or will undertake the following actions:

Continue powering station auxiliary loads from offsite power a.

via the startup transformers to enable the plant to meet General Design Criterion 17.

Complete safety evaluation under the provisions of 10 CFR 50.59(a) with review by the Safety Review Group by October 31, 1978i to consider normal plant operations with station auxilia~ ries on the startup transformer (s) rather thsn the auxiliary 'transf_ormer.

The safety evaluation will consider the affect of degraded 3 rid conditions on the operability of safety-related equipment when operating in that mode, i,'

c.

Restrict plant operations to the conduct of the natural circula-tion test and the shutdown from outside control room test until the safety evaluation discussed in b. above is completed. Power level during these tests will be limited to 25% thermal.

Develop and implement administrative controls by Oc(obar 31, 1978, which delineate control room operator and dispatcher actions in the event degraded frequency conditions a"# experienced on the offsite grid.

If the safety evaluation discussed in b. above does not reveal a safety concern, operate the plant with the station auxiliaries ~

on the startup transformer (s) until modifications are made to allow the plant to meet General Design Criterion 17 with the station auxiliaries on the auxiliary transformer.

If the safety evaluation discussed in b. above does reveal a safety concern, contact this office before returning to power operation if modifications have not been made to correct the l

concern.

If our understanding of your planned actions as described above is not in accordance with the actual plans and actions being implemented, please contact this office immediately.
