SUBJECT:
REVIEW 0F LICENSE AMENDMENT APPLICATION DATED JULY 16, 1982 I.
Background
By application dated July 16, 1982, Long Island Lighting Company (LILCO) requested authorization for the temporary storage of new fuel onsite, on the delivery trucks, while awaiting unloading and movement into the reactor building for storage in accordance with their license. An interim storage area within the fenced 138 KV Substation has previously been authorized.
II. Discussion A.
Nuclear Criticality Safety The fuel assemblies, while stored on the trucks, will be maintained in the packaged configuration in which they are shipped in the RA shipping containers as described in the U.S. Nuclear Regulatory Camission Certificate of Compliance No. 4986. The assemblies are authorized to be shipped in these containers as Fissile Class I which means that any number of such undamaged packages would te sub-critical in any arrangement and with optimum interspersed moderation and 250 such packages would be subcritical in any arrangaaent if each package were subjected to the hypothetical accident conditions specified in Appendix B of 10 CFR Part 71.
Authorization has previously been given LILCO to store the fuel assemblies in their shipping containers (inner metal and/or inner metal and outer wooden) in arrays up to four (4) high. Since the arrays of fuel assemblies on or off the trucks will be limited to no more than four (4) high, there will be no nuclear criticality safety problea related to the requested storage of the fuel.

Radiation Safety Since there will be no change in radiation safety controls, radiation safety is assured.
C.
Physical Security A requested revision to the applicant's Physical Security Plan dated July 19, 1982, was reviewed by the Fuel Facility Safeguards Licensing Branch, Division of Safeguards,tiMSS and was approved by letter dated July 23, 1982.
III. General The amendment application was discussed with Mr. R. A. Gilbert (flP.R Project Manager) on July 21, 1982, and with Pir. E. J. Brunner, (Chief, Projects Branch No.1. Division of Projects and Resident Programs, Region I) on July 21, 1982. Neither forsaw any safety or environn: ental related problem with the requested authorization.
IV. Conclusion The requested authorization for the temporary storage of new fuel onsite, on the delivery trucks, while awaiting unloading and movement into the reactor building will have no adverse effect on the health and safety of the operating personnel, the public or the environment.
