15 SEP B78 APPENDIX A NOTICE OF VIOLATION University of Lowell Docket No. 50-223 Based on the results of the NRC inspection conducted on August 17-18, 1978, it appears that one of your activities was not conducted in full compliance with conditions of your NRC Facility License No. R-125 as indicated below. This item is a Deficiency.

10 CFR 21.6, " Posting Requirements", states in_ part; "Each individual partnership, corporation or other entity subject to the regulations

(. in this part, shall post current copies of the following documents in a conspicuous position ... (1) the regulations in this part, (2)

Section 206 of the Energy Reorganization Act of 1974 ..."

Contrary to the above, as of August 17, 1978, neither 10 CFR 21, or Section 206 of the Energy Reorganization Act of 1974 had been posted nor had a notice been posted describing the regulations / procedures

in lieu of posting same pursuant to 10 CFR 21.6.
