ANTITRUST LICENSE CONDITION I
Set forth below is a single antitrust license condition which the undersigned hereby agree will be attached to the Construction Permit and Operating License of the Allens Creek Nuclear Generating Station, Unit No. 1.

In the event antitrust license conditions are attached or ordered

to be attached to the operating licenses for the South Texas Project, Units 1 & 2, those same conditions, if any, will also be attached to this Construction Permit (Operating License). Such conditions shall become effective on the earlier of (i) the date on which such conditions become effective with respect to an operating license for the South Texas Project or (ii) the date (plus a reasonable time for implementation of such conditions) on which the opportunity for appellate review of a decision of the NRC or any subsidiary tribunal lapses. Any sub-sequent modifications to the forementioned South Texas Project antitrust license conditions will also apply to this Construction Permit (Operating License). However, any antitrust license conditions imposed upon the South Texas Project Units 1 & 2 which do not pertain to Houston Lighting and Power Company, its corporate successors or assigns, shall not be attached to this Construction Permit (Operating License).
