9 The U. S. Nuclear Regulatory Comission (the Comission) has is7ued Amendment No.15 to Facility Operating License No. DPR-72, i'; sued.to

the Florida Power Corporation City of Alachua, City of Bushnell, City of Gainesville, City of Kissir=ee, City of Leesburg, City of New Scyrna Beach and Utilities Comission, City of New Smyrna Beach, City of Ocala, Orlando Utilities Comission and City of Criando, Sebring Utilities k Comissien, Seminole Electric Cooperative, Inc., and the City of Tallahassee (the licensees) which revised the license and its appended i Technical Specifications for operation of the Crystal River Unit No. 3 Nuclear Generating Plant (the facility) located in Citrus County, Florida.

The amendment is effective as of. the date of issuance. l This amendment: 1) authorizes Florida Power Corporation (FPC) to receive and possess at the facility four spent fuel assemblies frca -

l Oconee Nuclear Station, Unit No. 1, which FPC is expected to reouest

, during the remainder of Cycle 1 operation; and 2) revises the t

Technical Specifications to reflect a change in the reactor vessel surveillance capsule installation and removal schedule. ~

The applications for the amendment comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's r' ules and regulations. The Comr.ission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in

the license amendment. Prior public notice of this amendment was not

, required since tha anendeent does not involve a significant hazards

. . . _ _ consideration.

The Commission has prepared an environmental impact appraisal for Item 1, above, of this amendment and has concluded that an environ-mental impact statenent for this particular action is not warranted because there will be no significant environmental impact attributable to the action other than that which has already been predicted and s_ described in the Commission's Final Environmental Statement for the facility dated May 1973.

The Commission has determined that the issuance of Item 2, above, 1

l of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 351.5(d)(4) an environmental impact appraisal need not be prepared in connection with issuance of this amendment.
