Channel Boxes and the Shoreham Integrated Leak Rate Test (ILRT)

As a result of our review of your application and, in anticipation of the conduct of the ILRT for Shoreham, certain questions have arisen concerning the channel boxes around the primary containment welds. Our concern is that if these channel boxes were not upplugged during the integrated leak rate te'st (ILRT's), potential leak paths in the containment liner welds could go undetected.

The Staff's position on this issue is that the channel boxes and their welds must be considered to be a part of the primary containment boundary if they are not unplugged during the ILRT's. The basis for this position is that if the integrity of a channel box is . lost following onset of a DBA (due to thermal expansion, missiles, or jet impingement, for example),

then the untested contaimaent liner welds may allow unacceptable amounts of leakage through the containment boundary.

Accordingly, to complete our review of your proposal not to unplug the channel boxes during the ILRT's, we need an evaluation from you as to whether these boxes and the associated welds meet all the requirements associated with the primary containment boundary acceptance criteria, that is, the channel boxes must be qualified as appurtenances to the containment l ine).
