This refers to your letter dated March 11, 1982 which submitted an application for Itcense to store special nuclear material of low strategic significance, and the telephone conversation between Mr. Andrew Shaw of your staff and Mr. D. N. Carlson of this office on June 23, 1982. We have reviewed Section 13 of the application and have found that while it provides a general description of the physical protection to be afforded your proposed storage facility, it 4
does not identify all the security information needed to determine whether your physical protection system will meet the general performance objectives of 10 CFR 73.67(a) as they relate to the fixed site requirements for special nuclear material of low strategic significance.
In view of this, and as discussed with Mr. Shaw, please submit a separate detailed security plan pursuant to 10 CFR 70.22(k). Also, please note that your submittal should be marked in accordance with the provisions of 10 CFR 2.790(d). For your convenience, a copy of Regulatory Guide 5.59, " Standard Format and Content for a Licensee Physical Security Plan for the Protection of Special Nuclear Material of Moderate and Low Strategic Significance," is enclosed.
