CONSUMERS POWER COMPANY MIDLAND PLANT 1 AND 2 Enclosed with this letter are ten controlled copies (Controlled Copies 22-31) of Revision 0 of the " Pump and Valve Inservice Testing Plan for Consumers Power Company Midland Plant Units 1 and 2." This plan supersedes the plan submitted by our above referenced correspondence of October 18, 1978 and addresses the items discussed in Section 3.9.6 of the Midland SER, NUREG-0793.

In the preliminary inservice testing plan submitted by the referenced correspondence of October 18, 1978, we had proposed to full-stroke exercise the pressure isolation check valves in the safety injection system during each cold shutdown period lasting longer than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. The enclosed final version of the inservice testing plan reflects a change in our approach to testing of these valves, and it has been written to full-stroke exercise the pressure isolation check valves in the safety injection system during each refueling outage. As discussed with the NRC Staff on December 1, 1982, this change in approach is necessary because the high pressure injection system is locked out for primary system overpressure protection during cold shutdown. Our exemption request is identified as Relief Request No. 6 which is contained in Attachment 13 to the enclosed plan.

Consumers Power reserves the right to revise this plan if changes are made to Section XI of the ASME Code which Consumers Power Company determines to be in its best interests to implement and which are authorized by means of a change s

2 to 10 CFR 50.55a or which clarify the intent of existing versions of the ASME Code. It should also be recognized that revisions to this plan may become necessary because of changes in the design or construction of the plant.

This submittal documents the approach we have taken on inservice testing of pumps and valves and addresses items discussed in the Midland SER, Section 3.9.6.
