Generic Letter 89-10. " Safety-Related Motor Operated Valve (M0V) Testing and-Surveillance," extended the scope of Bulletin 85-03 to include all. safety--
related MOVs-in order to provide assurance that=they would function when-subjected to design basis conditions. Tha design basis reviews, analyses',
verifications.-tests, and inspections of affected valves;were to be completed within five years or three refueling outages, whichever;is11ater, of the' issuance of the Generic Letter on June 28, 1989.
In the initial response to this-letter-on December 22, 1989 South Carolina Electric & Gas Company (SCE&G) committed to the expanded scope, and. stated that design-basis differe-ial pressure testing,would beischeduled to begin during the upcoming Refueling Outage No. 5 (RF: 5). During RF 5, which-began on March 23, 1990, SCE&G performed static (M0 VATS) testing!on_23'M0Vs; however, due to scheduling constraints, SCE&G;was unable-to: initiate the differential pressure testing.' The testing was deferred when.it was determined that it would extend the outage and impact contractual commitments for power.
SCE&G will be participating in a united industry approach-to' ensuring M0V operability through an EPRI analysis and test program. This effort', which will last a iainimum of four years. is expected =to : provide, valuable data on MOV performance in systems where in-situ testing under design basis conditions would be extremely difficult if not impossible.

Based on the experience of SCE&G in the perfo aance of valve testing
-(coordination with train operability, surveillance testing and other outage constraints) an extension of the implementation time frame for Generic Letter.
89-10 is requested through the 8th Refueling Outage.. This extension would add one (1) outage or approximately five (5) months to the original time schedule allowed by Generic Letter 89-10.
In order to support our planning of RF 6. it is requested that this approval be granted by February 1, 1991.
