SAFETY EVALUATION OF STATION BLACK 0UT ANALYSIS FOR MILLSTONE, UNIT NO._2 (TAC 68567)
The Station Blackout (SBO) Rule requires licensees to submit information as :
defined in 10 CFR 50.63 and to provide a plan and schedule for confonnance to the 580 rule. -Your response,to the SB0 rule was provided by letters dated
' April-17,~and May 30, 1989 and March 30, 1990.
Your response has been reviewed by the NRC staff and by Science Applications-f International Corporation (SAIC) under contract to the NRC.
In addition, a-site audit was performed by a joint NRC/SAIC team' headed by a NRC staff member on July 18-21, 1989. -The results of the staff reviews are discussed in the enclosed Safety Evaluation (SE) and the SAIC Technical Evaluation Report-
.(TER) SAIC-89/1155, " Millstone Unit 2, Station Blackout Evaluation," dated July 18, 1990 (Attachment 1 of SE).
We have determined that your response and proposed method of dealing with an l
SB0 is acceptable.
However, the crosstie (14H bus) and cross connecting 4
cables should be modified in accordance with the guidance of Regulatory Guide (RG) 1.155 and NUMARC 87-00, Appendix B (items 3, 9, and 12) to ensure the
. operability of the' Alternate AC (AAC) source and.its components.

that the implementation of any modifications and the supporting documentation-which the licensee may propose as a result of this evaluation-are adequate to meet-the Station Blackout Rule.
