SPECIAL REPORT Pursuant to Tech Spec 3.1.1.3.a(3) and 6.9.2 a Special Report is required to be submitted to the NRC reporting the results (within 10 days) of the MTC measurement and Temporary Rod Withdrawal Limit Determination performed during Zero Power Physics Testing at the Beginning of each cycle. This document details the result of the testing done i

for Catawba Unit 2 Cycle 4 on September 13, 1990.

The measured ARO MTC was determined to be +5.11 (HZP at a Boron concentration of 1670 ppmB). Based on this HZP MTC Temporary Rod Withdrawal Limits.were determined to be needed at 0% F.P. and between 85% and 100% F.P.

(at all other power levels the MTC was within Tech Spec requirement at all rod positions).

The Rod Withdrawal Limits for 0% (to maintain MTC within Tech Spec limits) are as follows:

0 EFPD 1566 ppmB 4 EFPD 1243 ppmB Based on this information we are imposing the above Temporary Rod Withdrawal Limits until cycle Burnup is greater than 4 EFPD OR the HFP boron concentration is less than 1438 ppmB.
