VOGTLE ELECTRIC GENERATING PLAhT PHYSICAL SECURITY AND CONTINGENCY PLAN AMENDMENT 25 In accordance with 10 CFR 50.54 (p), Georgia Power Company hereby submits three copies of Amendment 25 to the Vogtle Electric Generating Plant (VEGP) Unit I and Unit 2 Physical Security and Contingency Plan (the Security Plan). By copy of this letter two copies of Amendment 25 are being provided to the NRC Region II office.

This amendment addresses the NRC's request per letter dated July 14,1993, for i

clarification of Security Amendment 24 - Section 6.3.1, which described the type of intrusion alarm installed on doors equipped with magnetic locks. This amendment also clarifies the type of ammunition issued to security officers, frequency of weapons firing and their preventive maintenance requirements. provides the description and justification for the changes, enclosure 2 gives insertion instructions, enclosure 3 contains Amendment 25 pages, and enclosure 4 is the new effective page list for the VEGP Physical Security and Contingency Plan.

JUSTIFICATION FOR CHANGES i

Ghang; Section 3.5.1, " Local Law Enforcement Liaison-Letters Of Commitment" Justification: Clarified to indicate the document in which interface authority for LLEA and the site security force is described and maintained. This is a clarification only. No changes to regulatory requirements has occurred.

fjhange; Section 3.6.2.B, " Security Personnel Equipmem - Weapons and Ammunition" Lugification: This change deletes the requirenient to issue rifled slugs to security officers with shotguns. VEGP security ofIicers no longer train with rifled slugs per Resision 8 of the VEGP Nuclear Training and Qualification Plan, dated July 20,1992.

Gange; Section 3.6.4, " Security Personnel Equipment - Maintenance" Lustification: This change modifies the frequency of weapons firing to annually, and preventive maintenance requirements to "as needed." Frequency of weapons firing is now in agreement with Security Oflicer Requalification requirements.

Otnge; Section 6 3.1, " Intrusion Detection and Alarm Systems-Intrusion Detection System" Lustification: This change clarifies the type ofintrusion alarms provided on certrin control building doors and the PA entry tumstiles.
