This information'is being provided in accordance with section 3.2 of Appendix.
l B to Facility License Nos. NPF-10 and NPF-15 for Units 2 and 3, which requires
. Southern California Edison to report violations.of the NPDES permit to the_
NRC.
As discussed in the referenced letters, an NPDES permit discrepancy was l
identified in the analytical method used.to determine total residual chlorine for both units. The November sample. results were obtained by. the diethyl-p-phenylenediamine (DPD) colorimetric method rather than the amperometric ~
titration method required by 40 CFR 432.11 and the NPDES permits.
Edison uses the Environmental Protection Agency-approved DPD colorimetric method to take weekly samples for determining chlorination rates for. condenser fouling control.
Samples for the monthly NPDES Discharge Monitoring Reports are. analyzed by the amperometric method, but for the month of November 1993, no amperometric analyses were performed.
Weekly sample results using the DPD colorimetric method confirm that NPDES-permit limits on total residual chlorine were not exceeded. During the reporting period, Unit 3 was shut down in a refueling outage and no chlorination of the circulating water took place.
.l To prevent recurrence Edison is enhancing the ' san,pling and analysis procedure and checklist. Additionally, Edison will review this incident with Chemistry.
