Centlemen:
On July 9,1990 (Serial: NLS 90 088), Carolitia Power & Light Company submitted proposed revisions to the Technical Specifications for the Brunswick Steam Electric Plant, Units 1 and 2.
On August 16, 1990 (Serial: NLS 90 167) and August 21, 1990 (Serial: NLS 90 169), the Cornpany submitted typed Technical Specification pages for your convenience in issuing the requested amendment.
Subsequently, at the request of the NRC Staff, a meeting was held on September 7,1990, to discuss Staff questions concerning both the method for incorporating the proposed revisions into the Technical Specifications (i.e.,
the use of a footnote versus a new ACTION statement) and the technical bases for the proposed revisions.
Based on these discussions, the proposed TecLnical Specification' footnote has been modified to further clarify its meaning.- The specific wording of the revised, proposed footnote was reviewed '
with the Staff prior to concluding the meeting. Enclosed are the revised, typed Technical Specification pages for your convenience in issuing the requested license amendment.
The Company has reviewed the 10 CFR 50.92 Evaluation provided in our July 9, 1990 license amendment request and the notice of " Consideration of Issuance of Amendment to Facility Operating license and Proposed No Significant llazards
' Consideration Determination and Opportunity for llearing" as published in the September 4, 1990 Federal Register (55 FR 35971). The Company has determined that the evaluation is not affected by the rewording of the proposed footnote.
The changes made to the footnote provide additional clarification and do not affect the requirements of iot the basis for the proposed amendment.
