This refers to the results of the routine resident safety inspection conducted by Messrs.

W. Cook and J. Tappert from September 5,1993 to October 9,1993 at James A. FitzPatrick

Nuclear Power Plant, Scriba, New York. A summary of the inspection findings was

presented to you and members of your staff at the conclusion of the inspection.

,

This inspection was directed toward areas important to public health and safety. Areas

l

examined during the inspection are described in the NRC Region I inspection report, which

is enclosed with this letter. _Within these areas, the inspection consisted of _ observation of

,

aciivities, interviews with personnel, and document reviews.

,

Performance by the FitzPatrick staff during this inspection period continued to be good.

Management's decision to reduce reactor power and remove the generator from the grid on-

September 24 prior to troubleshooting the ground on the electro-hydraulic control system was

good. However, more thorough technical review and preparation of the troubleshooting

<

activities may have prevented the unit scram from low power. . We are encouraged by your

,

cautious approach to resolving this complex ground isolation problem, but remain concerned

,

with the adequacy of the technical and engineering support of the troubleshooting effort.
