OYSTER CREEK, SYSTEMATIC ASSESSMENT OF LICENSEE

PERFORMANCE (SALP) REPORT NO. 50-219/92-99

This letter forwards the Oyster Creek SALP report (Enclosure 1) for the period

July 19,1992, to December 11, 1993. This assessment was conducted under the new SALP

process that the NRC implemented on July 19, 1993. The new SALP process rates licensees

in four functional areas: plant operations, maintenance, engineering, and plant support. The

plant support area comprises: radiological and effluent controls, chemistry, security,

emergency preparedness, fire protection, and housekeeping.

The NRC noted improved performance at Oyster Creek during this SALP period.

Management demonstrated an excellent overall safety perspective with strong oversight,

support, and involvement in all plant activities. Improved program performance was

demonstrated in operations and engineering. The shutdown risk management program was a

strength in that both planning and outage control were well defined and implemented.

Training was effective for all functional areas, in particular for licensed operator training

based on requalification examination results. Independent safety review functions provided a

comprehensive review ofissues with an appropriate focus on safety.

Continued management attention is needed on the tracking and response to industry

experience issues applicable to Oyster Creek. Additional management followup is also

needed to correct the programmatic weakness experienced during the period in the temporary

procedure change process.

Although we noted improvement in plant operations, this area was again rated Category 2.

Performance improvements were noted in the operations area throughout the SALP period,

but particularly within the last six months of the period. Plant challenges were aggressively

r and conservatively addressed during periods of plant operation, as well as during the

particularly challenging 14R refueling outage. However, GPU Nuclear must ensure that

appropriate, consistent and timely operability /reportability determinations are made by more

rigorously defining the process and the roles of the Operations and Engineering departments.

In addition, management needs to provide greater administrative controls for operators and

system engineers who perform troubleshooting activities.

Maintenance was also rated Category 2. GPU Nuclear demonstrated a strong safety

perspective and management involvement in maintenance activities. There was measurable

improvement in preventive and corrective maintenance activities. Continued management

attention is needed to maintain the progress noted in the preventive maintenance program.

However, weaknesses in surveillance procedures and programmatic weaknesses in the

surveillance program require management attention.

Engineering performance improved to a Category 1 rating. Engineering is approached with a

strong safety ethic. Design modifications are well planned and executed, and there is strong

management oversight. Engineering analyses were excellent. There was good engineering

support of operations and maintenance. The recently developed onsite system engineering

organization was responsive to operations and maintenance activities and was considered a

.

strength. However, in some instances, safety evaluations were incomplete, as were some

responses to industry notices.

Plant support was rated Category 2. GPU Nuclear's efforts resulted in good plant support,

and the superior performance in the emergency preparedness program was a notable

highlight. The fire protection program continued to be well implemented. Security remained

,

adequate. However, areas for improved performance were noted in the radiological controls

program and in the implementation of the effluent and environmental monitoring program.
