LASALLE COUNTY NUCLEAR POWER STATION, UNIT 1 - CONDITIONAL APPROVAL OF CHANGE IN COMMITMENT IN RESPONSE TO NRC BULLETIN 93-03,
" RESOLUTION OF ISSUES RELATED TO REACTOR VESSEL WATER LEVEL INSTRUMENTATION IN BWRs (NRCB 93-03)."
By letter dated January 13, 1993, you proposed a delay in completion of the Reactor Vessel Level Indication System (RVLIS) modifications until the March 1994 refueling outage rather than during a projected maintenance outage to replace the 1A Recirculation Pump seal currently expected on or about January 21, 1993.
Your previous commitment involved installation of the proposed RVLIS modifications for Unit I during the first cold shutdown after December 1, 1993.
The staff has reviewed your proposal and finds it acceptable provided you agree to evaluate the scope of the planned RVLIS modifications as the maintenance outage proceeds, rather than after the maintenance outage is extended significantly beyond ten days. Our approval is based on an acknowledgement that the work scope and period of time required to complete the proposed modifications are different than that proposed by much of the nuclear industry, the compensatory measures proposed by LaSalle Station, and the safety significance of delaying the completion of the modifications by approximately two months. The staff expects your work scheduling for the RVLIS modifications to be commensurate with the duration of the planned maintenance outage.
