Dear Mr. Donnelly:

This refers to the routine safety inspection conducted by Mr. D. Schrum of

this office from October 18 through 22, 1993. The inspection included a

review of activities at the Big Rock Point Nuclear facility authorized by NRC

Operating License No. DPR-6.

At the conclusion of the inspection, the

findings were discussed with those members of your staff identified in the

enclosed report.

Areas examined during the inspection are identified in the inspection report.

The inspection included a review of the implementation of the fire protection

program and an assessment and evaluation of your actions to take corrective

actions for plant problems. Within these areas, we selectively examined

procedures and representative records, made observations, and conducted

interviews with your personnel.

Overall, the fire protection program was good. There was good communications

among the staff members responsible for performing the fire protection

program.

However, concerns were identified relating to the amount and control

of combustible material in the turbine building.

Further, discussions w-ith

your staff on November 1 and 2,1993, revealed that you plan to re-evaluate

the adequacy of the storage location for the barrels of resin which were

considered a substantial fire hazard on the turbine deck area. We understand

that this evaluation will be completed in February 1994. Our resident staff

will review your resolution of this issue at that time.

No violations of NRC requirements were identified during the course of this

inspection.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

this letter and its enclosure will be placed in the NRC Public Document Room.
