provided you with an updated schedule for the implementation of A
eight outstanding upgrades that resulted from the detailed Control Room Design Review (CRDR).
Seven of the eight upgrades have since been completed.
The one outstanding issue discussed in the letter is the upgrade to the power supply for plant communications equipment.
The letter stated that a new inverter, powered from a non-safety-related battery, and a'n A.
C.
distribution panel, would be installed to power Gaitronics, the plant's public address system, and radio equipment.
This modification is covered under Modification Request MR 87-216 and was scheduled to be completed wi';hin six months following the Point Beach Nuclear Plant Unit 1 Spring 1993 refueling and maintenance outage.
This letter is being suLmitted because Wisconsin Electric will not be able to install the inverter that will power Gaitronics and the radio equipment within the time frame specified in the October 3, 1991, letter.
The reason that the installation will not be completed as scheduled is because a decision was made to use the inverter reserved for MR 87-216 to correct an emergent equipment failure at Point Beach Nuclear Plant (PENP).
On September 1, 1993, an inverter serving as the primary power source to elements of PBNP's security system failed.
Plant engineers, following an inspection of the failed inverter, determined that it could not be easily repaired and that it would be better to obtain and install a new inverter.
Subsequently, a search for a replacement inverter was initiated.
Vendors were contacted concerning the possibility of obtaining a new inverter l

i and PBNP's parts inventory was examined.
The examination for parts revealed that an inverter with the appropriate specifications was l
located on site, but was scheduled to be installed as part of i
MR 87-216.
In reviewing the available information, it was determined that it would take approximately two weeks, once an inverter was obtained from a vendor, to perform the inverter installation and required post-installation testing.
In addition, it would take four to six weeks to obtain a new inverter from a vendor.
Based on this 1
information, a decision was made to use the inverter located on t
site to replace the failed inverter in the security system.
Plant-management made this decision because they believed that it would i
not be prudent, from a reliability standpoint, to operate the security system for six to eight weeks using the system's backup power source.
This decision, however, necessitated delaying the schedule for completion of the modification to the communications i
system.
Subsequent to this decision, several events have taken place.

The failed inverter was replaced on September 15, 1993, and the post-installation testing on the security system was completed i
on September 23, 1993.
Additionally, the invertsr for MR 87-216 has been ordered and PBNP is currently awaiting delivery.
Once the inverter is received, it will have to be installed and post-installation testing will have to be performed.
Therefore, it is l
expected that this modification will be completed by March 11, 1994.
We will inform you when this upgrade has been completed.
