l Discussion:

--This request for Amendment of the Technical Specifications addresses-several administrative changes found on page 5-3.

In order to maintain independence-between the Plant Review Committee and its auditing entities the Manager - Safety Review Group and Manager - Quality Assurance and Quality Control are being deleted and the Assistar.t Plant Manager and the Reactor Engineer are being added to maintain breath and depth of technical knowledge.

1 Justification:

LThe Commission has provided guidance concerning the application of the standards for determining whether a significant haz sds considention exists by providing certain examples (48 FR 14870) of amendments that are considered _not likely to.-involve significant hazards consideration.

Example (i) allows for

. purely-administrative change to the Technical Specifications.

The proposed changes relate to' Example -(i) and are purely administrative changes.

-Basis for No Significant Hazards Consideration:

LThis proposed change does not involve significant hazards consideration because operation of; Fort Calhoun Station in accordance with this change would not:

1.

Involve a significant increase in the probability or consequence of an accident previously evaluated. This change is administrative only.

This change should change committee membership'only and would not effect previously' evaluated accidents.

2; Create the possibility of a new or different kird of accident-from any previously evaluated. This change contains.only administrative changes. No new or different modes of operation are proposed for the

plant.

-Involve ;a significant reduction in the margin of safety.

This change 3

contains only__ administrative changes and, as such, does not result in

a. decrease in the. margin of safety.

Therefore, based on the above considerations, Omaha Public Power District has-

- determined that this change does not involve a significant hazards

-consideration.
