CONFIRMATION OF ACTION LETTER - MCGUIRE UNIT 2 This refers to a telephone conference between Mr.

S.

Ebneter and you on December 29, 1993, concerning actions you will take as a result of the December 27,

1993, loss of off-site power and subsequent safety injection. We understand that Duke Power Company is actively investigating the root causes of the event and evaluating the actions that have been or will be taken in response.

We also understand that you will take the following actions prior to entering Mode 2 for Unit 2.

1.

Conduct a

comprehensive investigation to evaluate equipment and personnel. response to the December 27, 1993, loss of off-site power event including the' root cause of the electrical f ault (s), the "B"

main steam isolation valve failure and the impact of the dry steam generator.

Include an evaluation of any effect to the integrity of the "B"

Steam Generator.

2.

Fully evaluate the recommendations of your staff including the Significant Event Investigation Team and implement appropriate corrective actions.

3.

Meet with the NRC to discuss the results of 1 and 2 above.

Obtain concurrence from Regional Administrator prior to entering Mode 2.

Pursuant to Section 182 of the Atomic Energy Act, 42 U.S.C 2232, j

and 10 CFR 2.204, you are required to.

Notify me in writing when you have completed the actions addressed in this Confirmation of Action Letter.

Issuance of this Confirmation of Action Letter does not preclude issuance of an order formalizing the above commitments or requiring other actions on the part of the licensee; nor does ~it preclude the NRC from taking enforcement action for violations of NRC requirements that may have prompted the issuance of this letter.

In addition, failure to take the actions addressed in this Confirmation of Action Letter may result in enforcement action.

The responses directed by this letter are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, Public Law No.96-511.
