Dear Mr. Donnelly:

This refers to the inspection conducted by Ms. K. Shembarger and Mr. D. McNeil

of this office during the week of October 18, 1993. The inspection included a

review of authorized activities for your Big Rock Point Nuclear Plant. We

discussed our inspection findings with Mr. G. Withrow and members of your

staff at the exit interview on October 22, 1993.

The purpose of the inspection was to review the content and evaluate the

effectiveness of your licensed operator requalification training program.

The inspection consisted of a review of program implementing procedures and

representative records, interviews with station personnel, review of .the

requalification exam material administered during the current and previous

modules, and observation of the requalification exams administered during the

inspection week.

Certain of your activities appeared to be in violation of NRC requirements, as

specified in the enclosed Notice of Violation (Notice). The violation

involved a failure to provide all requalification training to all licensed

operators for the 1991/1992 requalification training program.

A written response is required and you should follow the instructions

specified in the enclosed notice.

In your response, you should document the

specific actions taken and any additional actions you plan to take to prevent

recurrence. After reviewing your response to this Notice, including your

proposed corrective actions and the results of future inspections, the NRC

will determine whether further NRC enforcement action is necessary to ensure

compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of-

this letter, the enclosures, and your response will be placed in the NRC

Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

'

required by the Paperwork Reduction Act of 1980, PL 96-511.
