SUBJECT:

TIA 94-001, CONTAINMENT C0ATING ISSUES WHICH COULD RESULT IN CONTAINMENT SUMP BLOCKAGE AT SEQUOYAH Recent issues have been identified at the Sequoyah Nuclear Plant related to the acceptability of protective coatings inside containment. These issues were discussed in Inspection Report 327, 328/93.42 and included:

the control and identification of unqualified coatings within the Zone Of Influence (ZOI) of the containment sump; failure to install topcoat on the exterior of the containment liner; the acceptability of unqualified steam generator coating beneath mirror insulation; the delamination of qualified coatings both in and out of the established ZOI; and the definition of zone of influence boundaries, specifically as they pertain to reactor coolant pump catch basins.

The resident inspectors were concerned that the individual issues or the aggregate could' adversely affect the safety function of the containment sump.

In addition, the report also discussed the identification of an amount of unqualified coatings within the ZOI that exceeded the design allowable quantity for those coatings. Unresolved Item 327,328/93-42-02 was identified to review these and other related issues.

Region 11 requests NRR to review the attached issues and respond to the questions regarding protective coatings inside containment.

In addition, any additional information or comments regarding the issues described would be welcomed.
